The Utah Division of State History's article on Interstate 70 describes a Ghost Rock rest stop that provides expansive vistas across the San Rafael Swell, and says the full length of the route across the Swell was opened to traffic with a dedicatory service at Ghost Rock in 1970. Wikipedia's I-70 in Utah entry lists a Ghost Rocks view area at the summit that overlooks the Little Grand Canyon of the San Rafael River. We were unable to confirm from an official highway page the stop's facilities, parking or which directions of travel it serves; the Utah Department of Transportation is the agency to ask.
